Rachel HammonRachel Hammon
Rachel Hammon received her Bachelors of Science degree in Nursing from the University of Texas in Austin. She has 26 years of experience in nursing with 22 years’ experience in the home health industry. During her employment with a home health agency, she served in many roles (i.e. Pediatric Case Manager, Medicare Case Manager, DON / Administrator and Corporate Director of Clinical Services), which gave her a diverse knowledge of the industry. At the Texas Association for Home Care and Hospice Rachel assisted member agencies with compliance with state and federal laws (Medicare, Medicaid, OSHA, BON, etc.), served as a liaison with state and federal government officials, and on the Nurse Practice Advisory Committee for the Board of Nurse Examiners, the committee that developed the RN Delegation Rules we are talking about today. As the Executive Director, Rachel is responsible for implementing the mission of the association which is to advocate for ethical practices, quality, and economic viability of licensed providers of home and community support services in Texas. As part of that advocacy she routinely works with legislators and state agency staff on legislation and policy that affects the home care industry.



Sarah MillsSarah Mills

Sarah started with TAHC&H in September 2015. She has experience with Texas Medicaid programs as prior to coming to TAHC&H she worked as a Policy Advisor in the Office of Policy in the Medicaid/CHIP division from 2013-2015. She also worked for 11 years at Disability Rights Texas as a public policy analyst focusing on the community integration of people with disabilities. She has advocated to the legislature and state agencies since 2006. Sarah earned her Bachelors of Liberal Arts degree from Austin College in Sherman, TX and her Masters of Science degree from the University of North Texas in Denton, TX.




Billy MillweeBilly Millwee
Billy is the President/CEO and Founder of BM&A Public Policy. He and his team of seasoned professionals works with public and private sector clients to develop innovative approaches to financing and the delivery of healthcare services. Until August 2012 he served as the Texas Health and Human Services Deputy Executive Commissioner and Texas Medicaid Director. In this role he provided operational and programmatic leadership for the Texas Medicaid and CHIP programs and was responsible for a business enterprise that impacts over 4 million lives, affects more than 40,000 providers, and involved the management of over $30 billion.

Charles Canaan has over 30 years of diverse nursing experience in a variety of healthcare settings, to include inpatient, outpatient, home and organizational settings. His education includes a Bachelor of Science Degree in Nursing from Old Dominion University in Norfolk, Virginia and a Master of Public Health Degree in Health Promotion and Education from the University of South Carolina and a Coding for Health Care Professionals Certificate from Trident technical College. He currently provides education and consultation to Medicare providers with learning needs.

Mrs. Barnes received a Bachelor’s degree in Health Services Administration in 2002, followed by a Masters’ degree and Specialist degree in Education Leadership. Trent BanksTrent Banks
Trent is currently the Manager of Licensing and Certification with Long-term Care Regulatory Licensing and Credentialing for the Health and Human Services Commission. He has served as the Home Health (HCSSA) Manager, an Investigator VI (Team Lead) with Professional Credentialing Enforcement Unit, Regulatory Services Division with Health Human Service Commission. He previously served as an Investigator IV in the PCEU at the Department of Aging and Disability Services (DADS). Prior to that, he was an investigator at the Texas Department of Juvenile Justice’s Office of Inspector General. Trent was previously a Youth Rights Specialist in the Office of General Counsel at the Texas Youth Commission where he worked to ensure the Rights and Safety of juvenile offenders. Trent has a bachelor’s degree in International Studies from Southwest Texas State University.




Rossanna J. HowardRossanna Howard
Rossanna J. Howard is an attorney with the Health Care Group at Brown & Fortunato, P.C., a law firm based in Amarillo, Texas. Rossanna has assisted physician groups, long-term care facilities, HME companies, pharmacies, and other health care providers with a range of health care issues including regulatory review of business arrangements; questions related to regulatory hurdles in business transactions; credentialing issues; competitive bidding questions; payor audits; and state and federal government investigations. She is a member of the State Bar of Texas, the American Health Lawyers Association, and the Houston Bar Association. Rossanna graduated from Baylor University in 2007 and attended law school at Saint Louis University School of Law. While in law school, she concentrated her studies in health care, earning a Health Law concentration. Simultaneously, Rossanna also earned a Master in Public Health with a focus in Health Policy from Saint Louis University School of Public Health.

Jonathan’s practice includes general business matters with an emphasis on mergers and acquisitions, healthcare transactions, corporate governance, business start-ups, business counseling, corporate finance, and contract drafting and negotiation. He has served as the principal advisor on numerous healthcare transactions in various industries helping clients achieve their goals and implement unique business strategies. Melinda A. Gaboury, with more than 28 years in home care, has over 18 years of executive speaking and educating experience, including extensive day to day interaction with home care and hospice professionals. She routinely conducts Home Care and Hospice Reimbursement Workshops and speaks at state association meetings throughout the country. Melinda has profound experience in Medicare PDGM training, billing, collections, case-mix calculations, chart reviews and due diligence. UPIC, RA, ADR &TPE appeals with all Medicare MACs have become the forefront of Melinda’s current impact on the industry. She is currently serving on the NAHC/HHFMA Advisory Board and Work Group and is Associate Director on the Home Care Association of Florida Board of Directors. Melinda is also the author of the Home Health OASIS Guide toOASIS-D1.





Bill DombiBill Dombi
Bill Dombi is the President of the National Association for Home Care & Hospice (NAHC) where he serves also as the Director, Center for Health Care Law and the Executive Director, Home Care and Hospice Financial Managers Association. Bill specializes in legal, legislative, and regulatory advocacy on behalf of patients and providers of home health and hospice care. With over 40 years of experience in health care law and policy, Bill Dombi has been involved in virtually all legislative and regulatory efforts affecting home care and hospice since 1975, including the expansion of the Medicare home health benefit in 1980, the formation of the hospice benefit in 1983, the development of Medicare PPS for home health in 2000, and the national health care reform legislation in 2010. He also has an extensive background in impact oriented litigation. Dombi was lead counsel in the landmark lawsuit that reformed the Medicare home health services benefit, challenges to HMO home care cutbacks for high-tech home care patients, lawsuits against Medicaid programs for inadequate payment rates, a nationwide class action against then-HCFA for its failure to enforce the federal HMO Act, litigation directed against the "Interim Payment System" for the Medicare home health benefit, a lawsuit addressing the so-called Medicare “case mix creep adjustments” in 2008-2010, a challenge to the Medicare face-to-face physician encounter rule, and litigation challenging changes to federal overtime rules.

William T. (Tommy) Simmons serves as legal counsel for the Commissioner representing employers at the Texas Workforce Commission, where he advises the Commissioner on final-level unemployment and wage claim appeals, assists business groups with employment-related legislation, and counsels employers on Texas and federal employment laws. He is the author of the book Especially for Texas Employers and is also the editor of the Employment Law Handbook of the Texas Association of Business.

Becky Tolson is a Registered Nurse serving as a Clinical Compliance Educator at Accreditation Commission for Health Care (ACHC). She participates in the development and training of skilled, non-skilled and specialty seminars for accreditation preparation. She has a background in healthcare consulting for home health, private duty, and home care agencies across the country. Her experience consists in both the clinical field and the administrative aspect of agencies. She holds a bachelor’s degree in Business Administration to include management and marketing as well as a Certificate for OASIS Specialist – Clinical. She’s been involved in the formation of agency policies and procedures as well as marketing materials/strategies to include website development, agency brochures, and patient education.

Yolanda Brown is the TMHP Provider Relations Retention and Recruitment Rep for Houston Region. As a Provider Relations Representative, she is responsible for ensuring that a strong provider network is available to provide endless client care. She has 10 years of extensive knowledge of the Provider Enrollment process working as a Provider Enrollment Specialist, validating, and processing Medicaid Applications.

Israel Barco is a TMHP Provider Relations Representative, in billing and education for The Texas Medical Center, Gulf Coast Region. As a Provider Relations Representative, my job is to provide Billing and provider education and ensuring that every Texan from oldest to tiniest Texan are receiving care without delay. This diverse background combined with certifications for OASIS and ICD-10 coding knowledge creates a depth of connection to home health staff across the nation.As a seasoned Medicare regulatory thought leader, Jennifer regularly trains on PDGM, Conditions of Participation, Emergency Preparedness, Infection Control, QAPI, Documentation, Coding, OASIS, agency operations and management. Her heart for teaching and supporting home health professionals has created opportunities to present for The Joint Commission, CHAP, NAHC, and numerous state home health associations.




J'non GriffinCarrie Hoffman
J’non Griffin is a 34 year veteran of home care as an RN. She received her Master’s Degree in Health Care Administration in 2005. She has experience as a field nurse, director and executive with home health and hospice agencies, both large and small. J’non is certified as a Homecare Coding Specialist-Diagnosis (HCS-D), Certified in OASIS competency, COS-C, Certified in Homecare Coding Specialist-Hospice (HCS-H), Home Care Specialist-Compliance (HCS-C)
and is an AHIMA approved ICD-10-CM trainer/ambassador. J’non is an accredited ACHC and CHAP consultant. She has presented several webinars,
and has been a nationally recognized speaker on a variety of subjects.

How do I get access to the event?
Each registrant will be sent the session login information approximately 48 hours prior the event. Sessions will be broadcast using Hopin.

How much Continuing Education is available with the whole event?
Receive up to: 18.0 clock hour for Admin/Alt.; 4.0 contact hours CNEs
Please view the schedule here to see how many CE credits each session gives.

Will there be a Q&A?
Questions will be handled live during the sessions allowing you to ask your questions directly to the presenters.
 
Will there be Recordings/ When will recordings be available?
As a registered attendee, you will be emailed access to all of the session recordings for the day(s) you registered for within one week of the live event. You will need to watch the recordings and claim your CEU credits by June 31, 2021.

How do I get my Continuing Education credits/certificate virtually?

In order to obtain continuing education, you must: 
  • Watch the session(s) in their entirety
  • Check in for each session using the QR code (scan with the TAHC&H App or input the numbers in the TACH&H certification manager. These are given out during each session or also available on the first page of every handout.
  • Complete an evaluation for each session
  • Claim your CE's and download your certificate on the TACH&H App or TACH&H Certification Manager. Visit our How to Claim Your Certificate FAQs for videos and step-by-step instructions on how to claim. (deadline for claiming CE's is June 31, 2021).
 

Can I watch the recordings and claim my certificate/continuing education credits later?

Where can I find the Handouts?
Handouts will be available on www.tahch.org/handouts approximately 2 days prior to the sessions. A link will also be provided in your Attendee Info Email. You may also access the handouts via the TAHC&H App or the TAHC&H Certification Manager.
 
I need to cancel my registration, will I get a refund? 
If you must cancel your reservation for any reason, notify TAHC&H, Attn: Jessica Campbell via fax or email (jessica@tahch.org). A 90% refund will be given if written request is received by 5/5/21. A 50% refund will be given if a written request is received 5/6/21-5/11/21. No refund will be made the day of the conference or after.
