The Health and Human Services Commission (HHSC) announces Open Enrollment for the Attendant Compensation Rate Enhancement (ACRE) for Community Care and Individuals with Developmental Disabilities (IDD) Programs.
Beginning July 1, 2016 to July 31, 2016 contracted providers who choose to participate in this optional program receive additional funds to provide increased wages and benefits for attendants and must demonstrate compliance with enhanced spending requirements on future cost reports.
To request participation or an increase in level, you must complete an online Enrollment Contract Amendment (ECA) by 5:00pm on July 31, 2016. You must complete the ECA online; no faxes will be accepted. The ECA, all instructions and worksheets are available on the HHSC Rate Analysis Department Website at: http://www.hhsc.state.tx.us/rad/long-term-svcs/index.shtml. From this website, select the appropriate program, scroll down to the heading “Rate Enhancement – Attendant Compensation,” and click on “View 2017 Rate Enhancement – Attendant Compensation Information.” You can access the ECA by clicking on "Enrollment Contract Amendment Form" under “Other Documents Important to the 2017 Enrollment Information.” Please review the “Enrollment Contract Amendment Instructions” prior to completing the ECA.

Background: The 2000-01 General Appropriations Act and S.B. 1839 (77th Legislature) established the attendant compensation rate enhancement and the nursing facility direct care staff rate enhancement.
